Senior Counselor

Heather Mullen currently is President of Health Policy and Government Affairs at Health Policy Solutions, LLC, a health care consulting firm that she founded in 2002. In this capacity, she is responsible for all operations of the firm. Mullen's primary activities involve legislative and regulatory policy analyses in the areas of Medicare, Medicaid, and the FDA; strategy development and implementation; and issue management.

Prior to starting Health Policy Solutions LLC, Mullen was in Pfizer's Federal Government Relations office in Washington, D.C. Her responsibilities included developing and implementing Pfizer's legislative and regulatory goals for human and animal pharmaceutical, and consumer health issues. Prior to this, Mullen was Vice President of Global Public Affairs for the Pfizer Animal Health Group (AHG). In this role, she monitored and managed worldwide issues currently affecting, or with the potential to affect, AHG products and markets, as well as established consistent positions and regionalized strategies on key issues.

Before joining Pfizer in 1990, Mullen was employed at the Department of Health and Human Services in the Office of Inspector General, where she was responsible for reviewing and coordinating responses to CMS/FDA legislative initiatives and regulations. During her employment with the Department of Health and Human Services, Mullen was detailed to the Senate Special Committee on Aging to work on pharmaceutical-related issues.

Heather received her Bachelor of Science degree in Social Work and Masters degree in Public Administration (International Management and Policy Analysis) from George Mason University in Fairfax, VA.
